VCS offer assistance, support and guidance to those organisations operating in Cardiff who have qualified for the scheme through the Pre Qualification Questionnaire (PQQ) and are now on the Approved Suppliers List (ASL) for the Regional Competitiveness and Employment (RCE) areas of Wales. What is the Engagement Gateway?
The Engagement Gateway is a procurement scheme supported by £5 million from the European Social Fund (ESF), under the RCE areas of Wales, which replaces the Objective 3 programme. The addition of the RCE areas into the scheme now means that the Engagement Gateway operates in all 22 unitary authority areas of Wales. There is a dedicated person in each County Voluntary Council / Volunteer Centre across Wales to offer help and assistance to organisations involved in the scheme.
The Aim of the Engagement Gateway
The aim of the Engagement Gateway is to reduce economic inactivity across Wales and improve the employability of disadvantaged groups in society. Projects under the scheme will prepare people who are seen as “marginalised from the labour market” for work through developing a range of skills and experiences. The scheme, managed by WCVA, involves voluntary, private and local government organisations across Wales. There are many Engagement Gateway projects now underway in Cardiff and always more on the horizon and there are many opportunities for organisations to support these new projects. Engagement Gateway projects will allow participants to develop skills and experience and ultimately help them to progress on to other sustainable activity, be it education, volunteering, or employment.
Recent changes to participant eligibility
Due to the introduction of the new Work Programme changes have been made to the eligibility of participants for Engagement Gateway projects. For future grants and for those successful in Rounds 7, 8 and 9 in the RCE the following applies:
Eligible participants: Economically Inactive people only
All other conditions remain the same.
Why the changes?
Because of the introduction of the new Work Programme across the UK, Engagement Gateway will be focussing on those participants not currently within its scope.
The Economically Inactive category will NOT include anybody receiving either Job Seekers Allowance (JSA) or Employment Support Allowance.
However it could include the following:

People in receipt of Incapacity Benefit

People in receipt of Income Support
-
Retired people wishing to re-enter the labour market
-
Young people aged 16 and 17 not in employment, education or training
-
Lone parents (until the youngest child reaches 7 years old)
-
People with a work-limiting health condition
-
People who are employed for less than 16 hours per week
-
People who are out of work but do not claim any benefits
NB Any of the above must NOT be claiming JSA or ESA.
The rules about participants will apply to all future grant rounds, but will not affect any contracts already awarded, or in the process of being awarded before June 2011.
Projects VCS are currently supporting to deliver in the Cardiff area:
Novus Scarman/People Can Callaghan House, Second Floor, Metero Street, Adamsdown, Cardiff, CF24 0HE This project will support disengaged individuals, primarily women from EMC communities, who are economically inactive in Adamsdown, Cardiff and Maindee, Newport. Activities will include basic skills, experiential learning and supporting work and volunteering opportunities to facilitate the return to education and the work place and to become more representative in their communities. St. John Wales Priory House, Ocean Way, Cardiff, CF24 5PB The Schools Recruitment Project will engage with economically inactive parents in the Cardiff area. Utilising St. John Wales First Aid expertise to teach basic lifesaving skills to parents whilst encouraging them to volunteer. We will offer a programme of learning, transferable skills and qualifications with an aim to gaining employment. Geographical area: Cardiff
Oasis Cardiff working in partnership with The Gate c/o YMCA, The Walk, Cardiff, CF24 3AG Oasis Cardiff and The Gate are running 13 week courses for people who are refugees or young people who are economically inactive. The courses will give these people the skills, confidence and practical experience they need to improve their chances at gaining employment. Geographical area: Cardiff
Hafan Cymru 5-6 Queen Street, Carmarthen, Carmarthenshire, SA31 1JR Moving On is Hafan Cymru’s Learning and Work project. It provides a combination of personal development and employability accredited learning to; support vulnerable people overcome their personal obstacles, lack of skills and confidence and enable them to move closer to work and to becoming economically active. Geographical area: Cardiff and the Vale of Glamorgan
Cadwyn Housing Association 197 Newport Road, Cardiff, CF24 1AJ Cardwyn will engage 27 participants to overcome the individual barriers they face in accessing employment and training by providing a holistic programme of one-to-one support, training and unpaid work experience. Cadwyn will work to improve the confidence and skills of participants to help them access further opportunities. Geographical area: Cardiff and the Vale of Glamorgan
Cardiff Council (Local Training and Enterprise LTE Team) County Hall, Atlantic Wharf, Cardiff, CF10 4UW Cardiff Council's LTE team will engage with NEETs (focusing on young offenders) and BME communities from established community-based enterprise centres in Grangetown, Ely and Central Cardiff. They will provide tailored, employement-related support including informal and vocational training that moves people closer to the labour market. Geographical area: Cardiff
MEWN Cymru 24 Mansel Street, Swansea, SA1 5SQ MEWN Cymru will engage with BME women and girls, private, public and voluntary organisations to deliver a win-win strucutred programme of accredited, non-accredited and business skills and courses. They aim to develop participants' confidence and skill base in line with the requirements of the jobs market and of further training. Geographical area: Cardiff
MEWN Cymru 3rd Floor, Chamber of Commerce Building, 113-116 Butestreet, Cardiff, CF10 5EQ MEWN Cymru will assist economically inavtive BME women to actively seek empalyment by a strucutured programme of accreddited and non accreddited workshops. Developing confidence and motivation for work; improving generci skills and skill levels required by employers including basic skilss. Geographical area: Newport
Clybiau Plant Cymru Bridge House, Station Road, Llanishen, Cardiff, CF13 5UW Clybiau Plant Cymru will engage with those furthest from the labour market, in Cardiff, to help them acquire the skills and qualifications required for transition to sustainable employment, in particular with those interested in working with children. We will address barriers to participation through individual tailored support, using flexible, innovative learning and delivery. Geographical area: Cardiff
The Cardiff YMCA Housing Association The Walk, Roath, Cardiff, CF24 3AG The Cardiff YMCA Housing Association will target economically inactive and unemployed participants residing in Cardiff’s hostel accommodation. The project will develop emotional well-being, confidence and participation and delivers both accredited and non-accredited basic skills training and by doing so supporting individuals, furthest from the labour market, into work, volunteering and training. The Women's Workshop Cardiff Training Centre, Clarence House, Clarence Road, Cardiff, CF10 5FB The Women’s Workshop raises the levels of skills and confidence of participants through the activities of: confidence building, volunteer trialling, the personal development of CV and interview skills. As well as providing a supportive progression route, enabling participants to progress onwards into further learning, volunteering or employment. Geographical area: Cardiff
The Women's Workshop Cardiff Training Centre, Clarence House, Clarence Road, Cardiff, CF10 5FB The Women’s Workshop will deliver Level 1 accredited ICT and literacy programmes to economically inactive women in Cardiff leading to an increase in their employability prospects. The participants will then be advised and/or guided onwards towards other development routes, such as further learning, employment and volunteering. Geographical area: Cardiff
The Women's Workshop Cardiff Training Centre, Clarence House, Clarence Road, Cardiff, CF10 5FB The overall aim of the project is to break the cycle of poverty, disaffection and disengagement that blights the lives of economically inactive young mothers and unemployed women in Cardiff. The project will address their physical & mental wellbeing, skill levels, enterprise skills, confidence and motivation enabling them to progress to further learning, volunteering and self employment. Innovate Trust 433 Cowbridge Road East, Canton, Cardiff, CF5 1JH Innovate Trust will develop catering and employment skills amongst adults with learning difficulties within their area, developing their skills in order to secure full employment. Participants will learn and develop their skills through the engagement of running and supporting a Social Enterprise Café within the community. Geographical area: Cardiff
Rathbone Cymru Old Bank Chambers, Market Street, Pontypridd, Rhondda Cynon Taff, CF37 2SU Rathbone Cymru will engage with NEETS within Butetown, St Mellons and Trowbridge. They will work towards developing a high participation rate by supporting workless young people through vocational and general training, leading to sustainable employment. Geographical area: Cardiff
Rathbone Cymru Old Bank Chambers, Market Street, Pontypridd, Rhondda Cynon Taff, CF37 2SU Rathbone Cymru will deliver a programme of business start-up support, peer to peer employment skills mentoring and a basic child care qualification to prepare young people living on Shirenewton Gypsy site in Cardiff for work. The programme will engage with 75 participants and will raise participant confidence and motivation for work, and improve individual skill levels. Geographical area: Cardiff
The Prince's Trust Baltic House, Mount Stuart Square, Cardiff, CF10 5FH The Prince's Trust will deliver ‘Get Into Retail programmes’ to unemployed young people from disadvantaged backgrounds, covering a range of skills required by employers and the retail industry. The Trust will help young people gain confidence, motivation and skills to overcome their employment barriers. Geographical area: Cardiff
Seal Enterprises (Training Division) 135 St Julian's Road, Newport, NP19 7RZ Seal Enterprises will assist participants in developing the confidence and self-esteem to make job applications. Through both developing participant’s confidence and via assisted 1-to-1 training, the participants will be fully prepared, ready and confident to re-enter the workplace. Geographical area: Cardiff, Vale of Glamorgan
Seal Enterprises (Training Division) 135 St Julian's Road, Newport, NP19 7RZ The project will deliver a 12 week long programme to assist 40 economically inactive or unemployed individuals to re-enter the workforce by upskilling, empowering and coaching participants bringing them closer to the work place. Training in office skills and call centre customer service will be central to this training. Participants will have 1-1 coaching to assist them whilst being trained and will receive progression support including CV writing and interviewing. Geographical area: Cardiff
